GROUP TECHNICAL MANAGER
DEPARTMENT: Technical

LOCATION: 12 Queens Road, Aberdeen.
HOURS: 37.5 (+ weekend rota)
MAIN PURPOSE OF JOB:
The Group Technical Manager has the ultimate responsibility and accountability for the safe, efficient and cost-effective performance of all ships assigned, owned and operated by North Star. They advise and update the Chief Technology Officer on the ship's operations and monitor the budget and expenditure of the ship closely. They also manage the ship's maintenance to ensure its seaworthiness and continued compliance to regulatory requirements.
Responsible for North Star “Rescue Services” the allocation of resource and the availability of inventory. (Inventory in conjunction with the Supply Chain Manager)
The Group Technical Manager monitors adherence to the organization’s Management System and its risk management procedures, they develop a framework to manage risk in the organization and oversees the implementation of workflow improvements that may enhance Service Delivery.
The Group Technical Manager ensures close out of all vetting, audit and investigation observations to prevent recurrences. They have a good understanding of technical and operational matters and possess good analytical, problem solving, time management, project management and decision-making skills.

KEY WORK AREAS RESPONSIBLE FOR:
- Ensuring all vessel equipment, systems and structures comply with the relevant requirements of SOLAS, IMO, Class & Flag Administrations regulations and guidelines, including environmental legislation.
- Ensuring that the Technical Department is functioning as planned on a day-to-day basis, and that any individual absence is covered (if necessary, by oneself). The objective being to provide continuity of support to ship's staff and other departments within the company.
- Liaising with Classification societies, Port State and Flag State with regards to any new requirements or perceived problems.
- Assisting and supporting Vessel Superintendents to achieve their objectives, in terms of keeping vessels up to standard, in 'Class', with the maximum availability and within agreed budgets.
- Monitoring the performance of vessel's Engineering Officers and Assistants and taking prompt and necessary action when unacceptable practices or behaviours have been brought to attention.
- Hold regular meetings with the Technical Superintendents and Chief technology Officer to discuss budgets, projects and other issues.
- Undertake ship visits on board all vessels on a regular basis.
- Reviewing and assessing the performance of relevant technical staff in respect of annual performance bonus and annual staff appraisals as required.
- Deputizing as necessary in the absence of the Chief Technology Officer.
- Providing out-of-hours service, as and when required.
- Actively promoting and progressing the company Quality, Health, Safety and Environmental Policy.
- Actively promoting inter-departmental communications.
- Participate within Emergency Response Team when Required.
- Analyze budget and expenditure reports.
- Check status of pending defects, inspection findings and audit findings, ensuring prompt close out of all.
- Evaluate effectiveness of technical administration systems and strategies to monitor compliance.
- Formulate budgets for ships and oversee costs.
- Implement strategies to maintain and monitor certification of ships.
- Monitor results of all vetting inspections.
- Oversee execution of repairs
- Oversee implementation of workflow improvements to improve efficiency.
- Prepare ship condition reports for management.
- Review purchasing performance to identify shortcomings.
- Review the utilization of resources.
- Set goals and expectations, and direct reports with organization’s competence and performance management objectives.
- Stop the job when required

QUALIFICATIONS/TRAINING:
- Managerial experience in the offshore support vessel sector required.
- Preferably qualified to Chief Engineer Unlimited standard (or a recognized equivalent)
- Good working knowledge of electronic Planned Maintenance Systems and Purchasing systems is essential
