MAIN PURPOSE OF JOB:
To holistically Manage the assigned offshore assets, ensures all owned and managed vessels are run in accordance with budgetary dictates and remain seaworthy according to applicable legislation and always remain “In Class.”
Responsible, accountable, and empowered to drive the onboard Team performance through the Senior Officers appointed to the vessel, always aiming for the highest standards of Safety, Vessel, and Crew performance management.
To be fully aware of and in compliance with the company IMS policies and procedures.
To operate assigned vessels within the budget set for each vessel, and to promptly inform Line Managers and other stakeholders of any expected, adverse deviation from the Budget track throughout the financial year.
REPORTING RELATIONSHIP:
Reports directly to the Assistant Technical Manager – Group Technical Manager.
KEY WORK AREAS RESPONSIBLE FOR:
- Ensuring all shipboard mechanical / electrical machinery and navigational electronics are operated and maintained in a safe, efficient manner.
- Ensuring all vessel equipment, systems and structures comply with the relevant requirements of SOLAS, IMO, Class & Flag administration regulations and guidelines, including environmental legislation.
- Working Closely with the Special Projects / Docking Function to ensure the timely completion of Dry dock Specifications in accordance with our 12-6-4-2 preparatory pipeline and the placement of orders through Special projects and the Procurement Team.
- Ensuring the company approved Planned Maintenance / Purchasing / Defect Reporting systems are kept fully up to date both on board vessel and in the office.
- Defect report comments must be updated within one week of, or during, port calls. Project job reports must be kept up to date throughout any specified maintenance period.
- Reviewing electronic Engine Room Log sheets and monitoring vessel condition.
- In Partnership with the Supply Chain manager and procurement Team, control the purchase of vessel spares, engine room stores and contract services, maintaining spend within Budget parameters. Budget performance to be fully appraised on a weekly basis, proactively project potential budget overspends and relay such to Line Managers and all other stakeholders.
- Manage vessel port calls to ensure all scheduled port call work is completed in a timely manner and a comprehensive report is added to the appropriate port call folder for each vessel.
- To ensure all vessels receive a pre port call advance warning on work to be carried out and a list of attending contractors. To ensure that the port call runs smoothly and safely, and that all appropriate Permit to Works PTW’s, Isolations, Risk Assessments, Method Statements are in accordance with the tasks in hand. Stop The Job must be initiated should any unsafe practices be observed.
- Monitoring the performance of vessel's Officers engage with Senior ship’s Officers to make them aware of any procedures put in place for dealing with poor or unacceptable performance.
- Liaising with Classification, Port State and Flag State representatives with regards to legislation, scheduled Surveys and one-off Surveys / attendances.
- Providing out-of-hours service, as and when required.
- Actively promoting and progressing the company HSEQ Policies.
- Actively promoting inter-departmental communications.
- Assist in Emergency Response Team when Required.
- Stop the job when required.
COMMUNICATIONS:
- Daily contact with fellow employees and management of North Star Shipping.
- Daily communication with management, crews, clients, and suppliers both verbal and written.
QUALIFICATIONS/TRAINING:
- Sea Going Chief Engineer, or equivalent, with relevant offshore support experience.
- Experience in a similar role preferred.
